CSS resizing header/footer

How to implement a resizable image with filler to display across the entire page.

Copy and replace the following items with the appropriate image locations:
left images -> image_left.extension
middle image -> 1pixel__image location
right image -> image_right.extension

width of left image -> width_of_image
height of left image -> height_of_image
