This WordPress plugin allows you to set the order in which categories will appear in the sidebar.

It supports drag-and-drop for the ordering process.

Installation

Unpack and upload it to the /wp-content/plugins/ directory.
Activate the plugin through the 'Plugins' menu in WordPress.

Requirements:
